The reason was that the computer isn't working. Last week I went to Manolo Fortich Municipal Hall inquiring on the same matter again since I haven't heard any news from the church mass (they usually announce during the mass), the schedules for registration. When I went there, I was presented by the information officer, a written announcement from the highest office that the COMELEC registration was postponed and that said letter did not say when it will resume.
