Resolution sponsor Nemesio Beltran, Jr. (2nd District of Bukidnon) said that move aimed to distinguish the various members of the legislative bodies. Sangguniang Panlalawigan members should be addressed as Board Members while Sangguniang Panlungsod members should be called Councilors. Sangguniang Pambarangay members, on the other hand, should be addressed as Kagawads.

Beltran’s resolution aimed to seek Congress to enact a law that could establish the said respective distinctions.
