Arrested Bukidnon Registry of Deeds chief posts bail
The head of the Registry of Deeds (ROD) in Bukidnon, who was arrested September 2, 2020, has posted bail for his temporary liberty. Atty. Manuel C. Felicia, chief of the Bukidnon ROD, posted a Php 90,000.00 cash bond the next day, September 3, 2020, with the help of his bondswoman, local radio reporter Annalou Tilanduca.
Felicia, 62, married and a resident of Macasandig, Cagayan de Oro, is facing criminal case number 35779-20MLY for violation of Section 3 E of R.A. No. 3019 otherwise known as the Anti-Graft and Corrupt Practices Act.
RTC 10 Presiding Judge Isobel Barroso ordered the Jail Warden of the Bureau of Jail Management and Penology to release Felicia after Tilanduca paid the Php 90,000.00 cash bond.
Felicia was arrested in an entrapment operation led by the Criminal Investigation and Detection Group (CIDG) at the Land Registration Authority Bukidnon Office along San Victores Street, Barangay 9, Malaybalay City.
The operation stemmed from the complaint filed by Atty. Policarpio Inson Catalan, a resident of Brgy. Salawagan, Municipality of Quezon, Bukidnon.
Catalan claimed that Felicia asked for cash for the immediate approval and release of a certificate of land title. This, despite submitting all of the needed documents. Additionally, Catalan said that his friends and clients have also experienced the same practice but failed to report it out of fear.
Felicia reportedly received marked money amounting to Php 5,000. CIDG, according to their online post, said that the entrapment money was recovered from the suspect. (With a report from Bukidnon Online special correspondent Mel B. Madera)
